Yeah, you right, most of bugs are things that you cant predict, and like in this case, its pure coincidence that after very OP might artifact (which IMO should be nerfed) was released, cliping used by precision players start behave wierd, pure coincidence.

If by cache you mean normal temp, appdata and prefetch, then yeah i clean them from time to time and it didt helped. Also reseted gpu shaders and it didnt fixed that moving backwards cooldown timer.

Like showed in video above. When using power and clipped to cancel animation, timer start going forward, and then for a second going backwards. If it would be just lag, cooldown timer would just start with delay, but in this situation for 1 sec it moving backward, and then start working like it...
