Forming a league

I do not know if I am posting this in the right place if not, I am sorry. I was wanting to form a league that I could work on. Then eventually start recruiting in hopes of maybe forming some friendships. I am just a premium member, and I have limited funds, so subbing is out. It said online I could as if an all-access member could help me. It said to ask if anyone could help me form a league then transfer ownership/leadership to me. I have a theme in mind and a name just not the means to do anything about it. So, is there anyone willing to help me out? Once again sorry if this is the wrong place to post this. Also thank you all for taking time to read this.

Me, on USPC now, dont have as PS5 where i have videos of soloing content and bounties as a dps xD with weak arts!
where dps blames healers and hates it when there's no controllers.
and i do just fine by myself
oh, elites that is xD
they just spam for top damage and cant get a Grip on real skill xD
the only time they go tank is to do videos of soling with max arts.
i dont, i still go weak dps and do just fine :D

so, on pc, i started over, i need help!
